Zelda Carter Fletcher Morton was born on June 6, 1874 on Sylvania in Green Springs. Her parents, Andrew and Sarah Carter, were married while enslaved and their marriage was recorded by the Freedmen’s Bureau in 1866 in the Cohabitation Lists. Though her parents never learned how to read or write, Zelda enrolled in Louisa County Public Schools and graduated from Virginia State College. In 1902, she married Mr. William Fletcher, a railroad laborer, and together they lived with Zelda's mother, Sarah, now close to 80 years old. On May 18, 1909, William F. Fletcher registered to vote, and on the same day in 1921, Zelda registered to vote in the Green Springs District. Zelda Carter became Jeanes Supervisor of Negro Education in 1926 and remained in that position until she retired in 1945. Later in her life, she married a Morton and lived in Louisa County until her death. Morton Elementary was named in her honor.
